A recent attempt to induce rain amid a prolonged drought in Sri Lanka has fallen short, but that hasn’t stopped the government from embracing the project, to the dismay of scientists who have urged greater studies into the technology and its long-term impacts.The drought conditions have brought soaring temperatures and regular power cuts in a country where about 8 percent of electricity comes from hydropower. These conditions have frayed the public mood, and the power crisis is expected to continue as water levels in the hydropower reservoirs remain low.To trigger rains in the catchment areas that feed the dams, the government recently carried out an rainmaking experiment. Though it recorded only marginal success, with the results now under review, the government is looking to adopt the technology as part of its long-term solutions, including creating a department for artificial rainmaking under the Ministry of Power and Energy.“We require more rain to meet the country’s hydropower requirement,” Sulakshana Jayawardena, spokesman for the Ministry of Power and Energy and Business Development, told Mongabay.He said Sri Lanka had experienced severe drought conditions in the past two years, with many catchment areas not receiving adequate rain to generate sufficient hydropower. Jayawardena said the reservoirs were only filled up to about 50 percent of their capacity.“We had to explore artificial rainmaking. The annual average rainfall of 2,000 mm [79 inches] is completely insufficient to meet the demand for power,” he said.And the electricity board is keen to avoid the costly exercise of thermal power generation, which accounts for 91 percent of the country’s electricity. Just under half of that comes from burning coal, with the rest from oil. “When there’s limited capacity to generate hydropower, we resort to expensive power purchasing from the private sector,” Jayawardena said. “Besides being expensive, it does not offer a long-term solution.”Jayawardena said generating thermal power cost the state about 12 times as much as hydropower per unit of energy. As such, the government is likely to pursue more rainmaking exercises, he said.But the failed attempt at rainmaking has drawn criticism, with experts calling for scientific assessments before long-term programs are envisaged.Lareef Zubair, a climate scientist dubbed artificial rainmaking an “unproven technology,” and called for comprehensive research on cloud microphysics, meteorology and observational studies.“Let’s first take a holistic look at things,” he said.An expert committee that looked into the rainmaking initiative has called for a better monitoring system and catchment conservation, before making big decisions. Concerns have also been expressed abut poor management of rainfall, with experts saying that Sri Lanka has failed to make maximum use of rain received.Ranjith Punyawardene, principal climatologist at the Faculty of Agriculture at the University of Peradeniya has also called for a complete cost-benefit analysis coupled with an environmental impact assessment before undertaking any expensive rainmaking exercise.Meanwhile, Kapila Jayasinghe, chief engineer of the state-owned utility, Ceylon Electricity Board, ruled out any long-term side effects from cloud triggering, citing a past attempt at artificial rainmaking in the 1980s.“The initial feasibility has been concluded and now it is about making a national plan and implementing it,” he said.The process of cloud seeding involves spraying specific chemicals to induce rain. However, rainfall observed from satellites and in the nearby area of Norwood indicated that the rain occurred the following day, March 23.The Thai experts determined it was still possible to generate artificial rain in Sri Lanka, provided certain environmental conditions were met, top sources from the energy ministry told Mongabay. The source said the team working on the technology had been sent back to the drawing board to gather more atmospheric data before more experiments can be carried out.Meanwhile, Buddhi Marambe, professor of crop science at the Faculty of Agriculture at the University of Peradeniya and chairperson, national experts committee on climate adaptation said there should be sufficient checks and balances if rainmaking is to become a long-term program to address the island’s energy crisis.Marambe told Mongabay that it is important to further study rainmaking, if the country intends continuing with more experiments.“If the experiments continue, then certain types of chemicals commonly used for rainmaking, are likely to impact soil and plants. The process also creates cumulonimbus, known as ‘rain clouds.’  Triggering such clouds is expected to trigger high intensity rainfall.  This could result in increasing rainfall in the catchment areas but likely to also result in severe soil erosion in the same areas due to the intensity,” he said.last_img read more

Mustangs Back In Tournament Action On Tuesday

first_imgThe Smoky Mountain High School Mustangs basketball teams head to Tuscola on Tuesday for the second round of the Western North Carolina High School Athletic Association Tournament.  On Friday the top seeded Smoky Mountain High School boys defeated the Brevard Blue Devils 82 to 46, Number three seed Pisgah slipped by East Henderson 60 to 48, and Tuscola earned the right to face the Mustangs with their 53 to 41 win over West Henderson. In two meetings this season the Mustangs took a 79 to 72 point overtime win surviving a scare after Jayce Wolfe left the game with a severe ankle sprain which kept him out of action for a month. In the second meeting on January 19th the Mustangs dominated action 85 to 46. The tip-off for the game will be at 5:30  The Tournament will feature the Pisgah Bears and North Henderson at 8:30.IN GIRLS ACTION: The Smoky Mountain High School Lady Mustangs will take on Tuscola with a 4:00 p.m. tip-off at the Tuscola Gym. On Friday; Top Seeded Smoky Mountain walloped East Henderson 48 to 28 in Sylva. Also Friday  Number two seed Pisgah beat North Henderson 58 to 32, number three seed Franklin over the number six seeded Brevard 50 to 31, and number four seed Tuscola over number five seed West Henderson 50 to 45.  Those outcomes set up the pairing for the Tuesday night games. In the two prior games with Tuscola the Lady Mustangs have been victorious winning 58 to 28 in December and 62 to 47 in January.The games on Tuesday from Tuscola will be aired live on 540 WRGC  with Roy and Janice Burnette bringing you all the action.The JV Games have been cancelled.last_img read more

According to Sars, Turnover Tax is voluntary, so qualifying small businesses can choose whether to register for it or not, depending on their individual circumstances. Applications to register for Turnover Tax in the current 2009/10 tax year close on 30 April 2009. Simplified tax system “This initiative is in line with the government’s broader mandate to encourage entrepreneurship and create an enabling environment for small businesses to survive and grow,” Sars said in a statement this week. Under the Turnover Tax system, qualifying small businesses will only need to submit two interim returns and a final return for assessment. This represents a huge saving in time and costs relating to the current provisional tax, income tax and VAT system, which requires businesses to submit an average of 10 returns a year. Mail or Hotmail contacts list for people on Flickr so you can add them as contacts. Many services let you do that, but almost all of them require you to give up the user name and password for your email. Flickr did it right and it was exciting, for us at least. GMail users are taken to a GMail page, where GMail asks for their usernames and passwords – then asked if Flickr should be given one time access or ongoing access. That’s great. We’ve been calling on applications to use best practices and emerging protocols to access user data without asking for passwords for some time. The risks are too great, otherwise.Some Flickr users, though, are really upset. They don’t want anyone who has sent them an email to be able to easily find their photos on Flickr. What some people call Data Portability, others call a privacy violation.The Down SideFlickr users have been able to find each other by searching for individual emails for some time, but that “security by obscurity” has been changed dramatically by a bulk comparison of all your email contacts to the Flickr user database. There’s not consensus whether this is a good thing or a bad thing. I liked it when I tried it, I connected with some interesting people on Flickr that I wouldn’t have otherwise. I wouldn’t appreciate it, though, if certain people from my past who have otherwise forgotten about me were now prompted to check out my photos on Flickr. If blog comment spammers I’ve had nasty email exchanges with were suddenly prompted to friend me on Flickr, I wouldn’t like that very much either.Ongoing DiscussionJust like many people objected to Robert Scoble’s scraping emails out of Facebook in the name of Data Portability because they felt they had given him contact info in the limited setting of Facebook – these kinds of issues are going to come up a lot. The sticky privacy questions are the ones that Mark Zuckerberg told us are key to Facebook’s own engagement with Data Portability. We’ve asked similar questions here about the new Google Social Graph API. The Data Portability Working Group has lively discussions on privacy (subscribe to a filtered feed for the topic here) but mainstream users clearly have serious concerns.The situation at Flickr wasn’t helped by the fact that the option to opt-out of exposing your email address to this new feature was broken for the first 12 hours after launch, as was the ability to search Yahoo! Mail contacts. In the big picture view of these issues, though – Yahoo! in general is generally remarkably good about identity issues for all but the occasional Chinese journalist. (Flickr is better known for innovation than for its crimes against justice and democracy, of which there haven’t been any that we know of.)Some users have stated that they would prefer email exposure in the new feature to be opt-in, instead of opt-out. Though it will drastically slow down user connections – opt-in for this kind of feature may ultimately be required in order for data portability to be accepted. On the other hand, the Facebook Newsfeed faced a wholescale revolt when user activity was by default exposed to friends there and now it’s the site’s defining feature.
